Methodological improvements for estimating GHGs in the Southern Cone

This project supported the Southern Cone countries (Argentina, Brazil, Chile, Paraguay, and Uruguay) in strengthening methodological approaches for quantifying greenhouse gas (GHG) emissions and removals in the agricultural and local, low-, and low-cost (LULUCF) sectors. The consultancy aimed to improve the robustness, coherence, and transparency of national inventories and projections, in line with IPCC guidelines, national circumstances, and international reporting obligations under the UNFCCC and the Paris Agreement. The work focused on identifying methodological gaps and opportunities for action at the regional and local levels, assessing government capacities to implement climate-relevant transformations, and systematizing funding sources and stakeholder networks. The project also supported participatory processes with regional and municipal actors to improve the integration of mitigation and adaptation criteria into subnational planning and investment decisions. The main outcome (Regional Roadmap) provides guidance for evidence-based policymaking and supports countries in meeting their climate commitments.

Activities performed:
– Co-led the development and implementation of the work plan, ensuring alignment with national counterparts and coordination with technical teams from the Southern Cone countries.
– He led the analysis of AFOLU sectoral methodologies, focusing on emissions estimation, mitigation quantification and uncertainty assessment in national GHG inventories.
– Guided the evaluation of information systems and MRV structures related to AFOLU, including data flows, institutional arrangements and opportunities for improvement.
– Supported the design and facilitation of national and regional participatory processes, workshops and technical consultations for the validation of the findings.
– Contributed to the formulation of improvement plans and the preparation of the final report, consolidating regional synergies and recommendations to strengthen AFOLU's GHG systems.
