QA of the AFOLU sector of the national GHGI and the Lao system

The project aims to strengthen the capacity of developing countries to establish and sustainably manage their national greenhouse gas inventory management systems (GHG-IMS), in line with the 2006 IPCC Guidelines and the reporting requirements under the Paris Agreement ETF. Voluntary quality assurance (QA) workshops are promoted in the country to assess national GHG inventories and GHG-IMS, addressing key elements such as inventory planning, preparation and management, data collection, uncertainty analysis, key category analysis, QA/QC procedures, documentation, and archiving. By providing clear guidance for peer review in a non-intrusive and non-punitive manner, the project enhances the technical capacity of national experts to prepare high-quality inventory reports, maintain a sustainable GHG-IMS, and improve QA/QC processes both within and across countries.

Activities performed:
– Conduct an administrative review of the GHG inventory materials of Laos PDR.
– Submit preliminary questions using the UNFCCC question and answer template.
– Participate in the quality control in the country of the GHG inventory of the Lao PDR.
– Evaluate the agricultural and LULUCF sectors of national GHG inventories.
– Evaluate the national GHG-IMS system, including: planning, preparation and management of GHG inventories; data collection; uncertainty analysis; analysis by key categories; quality control/quality assurance procedures; documentation and archiving; and recalculations.
– Discuss the results of the voluntary QA workshop to support the development of the national inventory improvement plan.
