Supporting Ambitious Climate Action in the Philippines through the Implementation of NDCs in Agriculture

The project aims to support the Philippines in strengthening its climate mitigation efforts in the agricultural sector as part of its commitments under the Paris Agreement. This involves a comprehensive review and improvement of existing and new Policies and Measures (PAMs), estimating mitigation potential, and developing decarbonization scenarios using robust methodologies aligned with IPCC guidelines and the Enhanced Transparency Framework (ETF). The project also includes capacity-building activities for local experts, refinement of Monitoring, Reporting, and Verification (MRV) systems, and stakeholder engagement to ensure alignment with national priorities and international reporting standards. These efforts will culminate in a transparent, data-driven sectoral assessment report to guide the Philippines' updated submission to the Nationally Determined Contribution (NDC).

Activities performed:
– Lead the evaluation of the agricultural sector and coordinate technical tasks
– Review sectoral developments, GHG inventories, policies and stakeholders
– Conduct mitigation analyses and prioritize PAMs, including GHG impacts and financing needs
– Conduct BAU analysis and update sector projections
– Identify and evaluate improved MAMs, considering co-benefits, gender, and investment potential
– Develop or strengthen sectoral MRV frameworks and support NDC integration
– Conduct consultations with stakeholders and national validation workshops
– Draft agricultural sections of the NDC and prepare sector assessment reports
– Review existing strategies, plans, and tools to inform recommendations
– Support cross-sectoral MAMs and overall NDC readiness.
