Strategy for greater transparency in climate and biodiversity

The project supported the Inter-American Development Bank (IDB) in finalizing the Climate and Biodiversity Transparency Strategy for the CTI, FII, and CSD/CCS. The work focused on reviewing and refining the existing conceptual framework, evaluating ongoing divisional initiatives related to MRV and transparency, and assessing the status and needs of transparency systems in borrowing countries. The consultant developed a three-level maturity classification, identified key barriers and opportunities for improving data governance, and proposed practical actions for the Bank to strengthen climate and biodiversity transparency across the region. A revised Strategy was presented, along with recommendations for its pilot implementation in selected countries.

Activities performed:
– Provided technical advice on the refinement of the Climate and Biodiversity Transparency Strategy, contributing ideas on scope, structure and strategic priorities.
– Reviewed the existing conceptual framework and divisional initiatives, advising on gaps, synergies, and areas for improved coordination.
– Supported the evaluation of MRV and transparency systems in borrowing countries and advised on the main barriers and opportunities to strengthen data governance.
– He contributed to the development of the institutional maturity classification and the definition of customized action packages for each level.
– Provided input for the renewed Strategy, including recommended actions, opportunities for collaboration, and implementation considerations.
– Participated in internal discussions with CTI, IFD and CSD/CCS, advising on the formulation of recommendations and the selection of pilot countries.
